Virginia Comprehensive Bill of Sale Pack
VIRGINIA COMPREHENSIVE BILL OF SALE PACK
This comprehensive Bill of Sale Pack provides templates for transferring ownership of various types of property under Virginia law. Select the appropriate form based on the property being transferred.
IMPORTANT: Virginia does NOT require notarization for a bill of sale. The Virginia DMV administers vehicle titling and registration. Virginia uses a Motor Vehicle Sales and Use Tax (SUT) of 4.15% of the sale price or $75, whichever is greater, for most vehicle transactions. Sellers should file a Notice of Sale within 30 days to avoid liability for future violations associated with the vehicle.

VIRGINIA-SPECIFIC LEGAL NOTES
-
No Notarization Required for Sales: Virginia does not require notarization for a standard bill of sale or vehicle title transfer. However, notarization IS required for the SUT 3 gift tax exemption form and is recommended for high-value transactions.
-
Plates Stay with Seller: In Virginia, license plates remain with the seller, not the vehicle. The seller should remove the plates at the time of sale. Plates can be transferred to another vehicle, retained, or surrendered.
-
Notice of Sale is Critical: Sellers should file a Notice of Sale with the Virginia DMV within 30 days. Failure to do so may result in the seller being held liable for parking tickets, toll violations, traffic camera tickets, and other charges incurred by the new owner after the sale.
-
Insurance Requirements: Virginia is one of the few states that does NOT require auto insurance, but uninsured drivers must pay a $500 Uninsured Motor Vehicle (UMV) fee to the DMV. This fee does NOT provide any insurance coverage. The minimum liability insurance, if carried, is 30/60/20 ($30,000 per person / $60,000 per accident for bodily injury / $20,000 for property damage).
-
Lemon Law Limitations: Virginia's Lemon Law (Va. Code §§ 59.1-207.9 through 59.1-207.16.1) applies ONLY to new motor vehicles within 18 months of original delivery. It does not apply to used vehicles or private-party sales. Covered vehicles include passenger cars, light trucks (7,500 lbs. GVWR or less), motorcycles, mopeds, and motor home chassis.
-
Salvage and Non-Repairable Titles: Virginia distinguishes between "salvage" titles (vehicle may be rebuilt) and "non-repairable" titles (vehicle cannot be retitled for road use). Buyers should verify title branding before purchasing.
-
Out-of-State Vehicles: Vehicles purchased out of state are subject to the 4.15% use tax. Credit is given for tax paid to another state, up to the Virginia rate.
-
Watercraft Titling: Only machinery-propelled watercraft require titling in Virginia. Non-motorized vessels require registration but not a title.

About This Template
A contract is a written record of what two or more parties agreed to and what happens if someone does not follow through. Clear language, defined terms, and clean signature blocks keep disputes small and enforceable. The most common mistakes in contracts come from vague promises, missing details about timing or payment, and skipping standard protective clauses like governing law and dispute resolution.
Important Notice
This template is provided for informational purposes. It is not legal advice. We recommend having an attorney review any legal document before signing, especially for high-value or complex matters.
