IMPORTANT: Illinois does not require a general safety inspection for vehicles. However, Illinois does require biennial (every two years) vehicle emissions testing in certain counties.

IMPORTANT ILLINOIS REQUIREMENTS:
Per 625 ILCS 45/ (Boat Registration and Safety Act) and IDNR regulations:

Registration Required: All motorized watercraft (including those with electric trolling motors) must be registered with the Illinois Department of Natural Resources. Non-powered vessels over 12 feet in length must also be registered.

15-Day Deadline: The purchaser of a watercraft must apply for title and registration with IDNR within 15 days of the date of purchase.

3-Year Registration: Illinois watercraft registrations are valid for 3 years from the date of issuance. Renewal is required before the registration expires.

ILLINOIS VEHICLE INSPECTION REQUIREMENTS
Safety Inspection:
Illinois does NOT require a general safety inspection for passenger vehicles. There is no periodic safety inspection program in the State of Illinois.
Emissions Inspection:

ILLINOIS-SPECIFIC CONSUMER PROTECTION NOTES
New Vehicle Lemon Law (815 ILCS 380/1 et seq.)
The Illinois New Vehicle Buyer Protection Act provides remedies for purchasers of new motor vehicles that have substantial nonconformities:
- Applies to new vehicles under 8,000 lbs. purchased or leased in Illinois
- Defect must substantially impair use, market value, or safety
- Manufacturer must be given a reasonable number of repair attempts (typically 4 or more for the same defect, or 30+ cumulative business days out of service)
- Timeframe: within the earlier of the express warranty period or 12 months/12,000 miles from original delivery
- Remedies: replacement vehicle or full refund (minus reasonable allowance for use)
- Does NOT apply to used vehicles or private-party sales
Used Vehicle Protections
While the Lemon Law does not apply to used vehicles in private-party sales, Illinois consumers may have protections under:
- Illinois Consumer Fraud and Deceptive Business Practices Act (815 ILCS 505/): Prohibits unfair or deceptive acts in trade or commerce, including material misrepresentations about a vehicle's condition
- Federal Magnuson-Moss Warranty Act (15 U.S.C. Section 2301 et seq.): If a written warranty was provided with the used vehicle
- Illinois UCC Article 2 (810 ILCS 5/2-101 et seq.): Implied warranties of merchantability and fitness apply unless properly disclaimed
- Common Law Fraud: Material misrepresentation or concealment of known defects
Odometer Fraud Protections
Federal law (49 U.S.C. Section 32703) and Illinois law prohibit odometer tampering. Victims of odometer fraud may recover:
- Three times the actual damages or $10,000, whichever is greater
- Attorney's fees and costs
