IMPORTANT: Utah eliminated its mandatory safety inspection program effective January 1, 2018. Safety inspections are NO LONGER required for vehicle registration in Utah. However, emissions inspections ARE required in certain counties (see below).

Vehicles with model years 1967 and older are generally exempt. New vehicles (current model year and one year prior) are exempt until they reach the testing threshold. Diesel vehicles, electric vehicles, motorcycles, and certain other vehicles may also be exempt. Verify current exemptions with the Utah Division of Air Quality.

SECTION 9: UTAH WATERCRAFT REQUIREMENTS
IMPORTANT UTAH REQUIREMENTS:
Per Utah Code § 73-18-7 and Utah Division of Outdoor Recreation regulations:

Titling: All motorized watercraft and sailboats manufactured in 1985 or later must be titled in Utah. Title must be obtained before registration can be issued. The title fee is $6.

Registration: All motorized vessels operated on Utah waters must be registered. Non-motorized vessels (canoes, kayaks, paddleboards) used on certain waters may also require registration or an invasive species fee decal.

Invasive Species Fee: All registered motorboats are required to pay an annual invasive species fee to help prevent the spread of quagga mussels and other aquatic invasive species in Utah waters.

Transfer Timeline: When ownership of a registered vessel is transferred, the previous owner must notify the Utah Division of Outdoor Recreation, and the new owner must apply for new registration.

Safety Equipment: All vessels must carry required safety equipment, including personal flotation devices (PFDs) for each person on board, fire extinguisher (if motorized), sound-producing device, and navigation lights (if operating between sunset and sunrise).

Boater Education: Utah requires all persons born after December 31, 1985, to complete a boater education course before operating a motorized vessel or sailing vessel on Utah waters.

UTAH INSPECTION REQUIREMENTS
Safety Inspection:
Utah eliminated its mandatory safety inspection program effective January 1, 2018. Safety inspections are NO LONGER required for vehicle registration. However, law enforcement may still cite vehicles with unsafe conditions on public roads.
Emissions Inspection:
Emissions inspections are required in five counties: Salt Lake, Davis, Weber, Utah, and Cache.
- Vehicles less than 6 model years old: Biennial (every two years) testing required. Even-model-year vehicles test in even calendar years; odd-model-year vehicles test in odd calendar years.
- Vehicles 6 model years old and older: Annual testing required (in Salt Lake, Davis, Weber, and Utah counties). Cache County follows the biennial schedule for all applicable vehicles.
- Exempt vehicles: 1967 and older model years, current and prior model year vehicles, electric vehicles, motorcycles, and diesel vehicles (in most cases).
Emissions inspections can be completed at authorized inspection stations or On the Spot Renewal Stations throughout the applicable counties.

UTAH-SPECIFIC LEGAL NOTES

No Notarization Required: Utah does not require notarization for a bill of sale or title transfer. However, notarization is recommended for high-value transactions to provide additional legal protection.

Plates Stay with Seller: In Utah, license plates remain with the seller, not the vehicle. The seller should remove the plates at the time of sale. Plates can be transferred to another vehicle the seller owns or surrendered to the DMV.

Insurance Requirements: Utah law requires minimum liability insurance coverage of $25,000 per person / $65,000 per accident for bodily injury and $15,000 for property damage (25/65/15). Buyer must have valid insurance before operating the vehicle.

Lemon Law Limitations: Utah's Lemon Law (Utah Code §§ 13-20-1 through 13-20-7) applies ONLY to new motor vehicles within the first year of delivery or 12,000 miles (whichever comes first). It does not apply to used vehicles or private-party sales.

Salvage and Rebuilt Titles: Vehicles with salvage titles must pass a salvage vehicle inspection before a rebuilt title can be issued. Buyers should exercise caution when purchasing salvage vehicles.

Out-of-State Vehicles: Vehicles purchased out of state and brought into Utah are subject to Utah use tax. Credit is given for taxes paid to other states, up to the Utah rate.
