NEW YORK SALES TAX NOTICE: New York imposes a 4% state sales tax on motor vehicle purchases plus applicable local (county and city) sales tax. NEW YORK LEMON LAW NOTICES:
New Car Lemon Law (NY General Business Law § 198-a):
This law applies to NEW motor vehicles (excluding motor homes and off-road vehicles) purchased, leased, or transferred in New York State. If, during the first 18,000 miles of operation or two years from the original delivery date (whichever is earlier), a new vehicle develops a substantial defect that impairs its value or safety, and the manufacturer or its authorized dealer is unable to repair the defect after a reasonable number of attempts (four or more attempts for the same defect, or the vehicle is out of service for 30+ calendar days), the consumer may be entitled to a full refund or a comparable replacement vehicle. The manufacturer must provide written notification to the consumer regarding the availability of the Attorney General's arbitration program. This law does NOT apply to used vehicles sold in private-party transactions.
Used Car Lemon Law (NY General Business Law § 198-b):
This law applies to used motor vehicles purchased from a licensed dealer for more than $1,500. Required warranty coverage from dealers:
- 18,001 to 36,000 miles: 90 days or 4,000 miles (whichever comes first)
- 36,001 to 79,999 miles: 60 days or 3,000 miles (whichever comes first)
- 80,000 to 100,000 miles: 30 days or 1,000 miles (whichever comes first)
Covered components include: engine, transmission, drive axle, brakes, radiator, steering, alternator, generator, starter, and ignition system (excluding battery).
At the time of sale, the dealer must provide a "Used Car Lemon Law Bill of Rights" notice in not less than 8-point bold type. If after three or more repair attempts a covered defect is not corrected, or the vehicle is out of service for 15+ days, the consumer may be entitled to a refund. This law does NOT apply to private-party sales.

IMPORTANT — NEW YORK DOES NOT REQUIRE NOTARIZATION:
New York does not require notarization of the bill of sale or title assignment for standard vehicle transfers. However, notarization may be required in certain circumstances, such as when using a Power of Attorney.
SAFETY AND EMISSIONS INSPECTION REQUIREMENTS:
New York requires both a safety inspection and an emissions inspection annually for most vehicles.
Safety Inspection:
- Required annually (every 12 months) for all registered vehicles
- Comprehensive inspection of brakes, steering, suspension, tires, lights, mirrors, windshield/glass, horn, seat belts, exhaust system, fuel system, and other safety components
- Performed at NYS licensed inspection stations
- Cost: Set by individual stations (typically $10-$37)
Emissions Inspection:
- Required annually at the same time as the safety inspection
- Most 1996 and newer gasoline-powered vehicles with GVWR under 8,501 lbs. require OBD-II emissions testing
- Most 1997 and newer diesel-powered vehicles with GVWR under 8,501 lbs. also require testing
- Uses the New York Vehicle Inspection Program (NYVIP3) system

SECTION 9: NEW YORK WATERCRAFT REQUIREMENTS
IMPORTANT NEW YORK REQUIREMENTS:
Per NY Navigation Law § 44 et seq. and NY DMV regulations:

Titling: The NY DMV issues a Certificate of Title for model year 1987 and newer vessels that are at least 14 feet long and registered in New York State. The title replaces the registration certificate as proof of ownership for these vessels.

Vessels not requiring a title: For vessels less than 14 feet, or model year 1986 and older, the registration certificate serves as proof of ownership and must be signed over to the new owner.

Registration: All mechanically propelled vessels and all vessels used on New York waters must be registered with the NY DMV, regardless of length.

Documented vessels: Vessels documented by the U.S. Coast Guard are exempt from state titling but must still be registered with the NY DMV. A vessel cannot hold both federal documentation and a state title simultaneously.

Registration numbers (NY prefix) must be displayed on both sides of the bow in block letters at least three inches high, in a contrasting color.

Boater Safety Education: New York requires all operators of motorized vessels to have completed an approved boater safety course. As of January 1, 2025, all operators must hold a boating safety certificate (Brianna's Law — phased in over multiple years).

Registration certificate must be carried aboard the vessel at all times when operating on New York waters.

NEW YORK INSPECTION REQUIREMENTS
Safety Inspection:
- Required annually (every 12 months) for ALL registered vehicles in New York
- Comprehensive inspection covers: brakes, steering, suspension, tires, wheels, lights, mirrors, windshield/glass, wipers, horn, seat belts, exhaust system, fuel system, bumpers, and body/chassis
- Performed at NYS licensed inspection stations
- A new inspection sticker is affixed to the lower left corner of the windshield
- Inspection is required before a vehicle can be registered if the current inspection has expired
- Motorcycles require safety inspection but are exempt from emissions testing
- Cost: Set by individual stations
Emissions Inspection:
- Required annually at the same time as the safety inspection
- Most 1996 and newer gasoline-powered vehicles with GVWR under 8,501 lbs. require OBD-II emissions testing
- Most 1997 and newer diesel-powered vehicles with GVWR under 8,501 lbs. also require testing
- Testing is performed through the New York Vehicle Inspection Program (NYVIP3)
