SECTION 9: HAWAII WATERCRAFT REQUIREMENTS
IMPORTANT HAWAII REQUIREMENTS:
Per HRS § 200D and DLNR/DOBOR regulations:

All vessels operating in Hawaii waters must be titled and registered with the Department of Land and Natural Resources, Division of Boating and Ocean Recreation (DOBOR).

Vessel ownership can only be transferred via the original vessel title. A bill of sale alone is not sufficient to transfer ownership (except for certain out-of-state vessels not yet titled in Hawaii).
-
Vessel registrations must be renewed annually. The registration certificate of number must be carried aboard the vessel at all times.
-
All operators of motorized vessels with more than 10 horsepower must carry proof of boating safety education certification.
-
Hawaii law prohibits having both a state registration and federal documentation for the same vessel simultaneously.
-
Registration numbers (HA prefix) must be displayed on both sides of the bow.
