“This General Order creates an exception to Local Criminal Rule 49-1.2(b)(4) for all Magistrate Judge Criminal Duty Matters filed by the United States Attorney’s Office (‘USAO’) except complaints and other charging documents, Affidavits re: Out-of-District Arrest Warrant filed under Federal Rule of Criminal Procedure 5(c)(3), documents filed concurrently with such charging documents or affidavits, and all Central Violations Bureau (‘CVB’) matters.”

Criminal duty matters before district judges that are not filed by the U.S. Attorney's Office must generally be presented to the clerk on paper unless directed otherwise.

“District Judge Criminal Duty Matters not filed by the USAO remain subject to Local Criminal Rule 49-1.2(b)(4) and, if filed with the Court, must be presented to the Clerk for filing in paper format unless otherwise directed.”

For covered self-represented prisoner civil-rights filings from designated California facilities in cases filed on or after January 1, 2018, the facility must submit the filing to the court by email as a PDF.

Requests for investigative, expert, or other service funding under the court's Criminal Justice Act plan must use eVoucher.

Conferences

A civil case's referral to the court's ADR program does not postpone case-management deadlines unless the court orders otherwise.

“Referral of a case to ADR is not grounds for avoiding or postponing any deadline or obligation imposed by the case management order, unless so ordered by the Court.”
