The District of Columbia provides some of the strongest tenant protections in the United States under the Rental Housing Act of 1985. Key provisions include:

Rent Control: Most residential rental units in D.C. are subject to rent control, limiting annual rent increases to the Consumer Price Index (CPI) adjustment published by the Rental Accommodations Division.

Just Cause Eviction: Landlords may only terminate tenancies for specific enumerated reasons under D.C. Code § 42-3505.01.

Security Deposit Limits: Maximum of one month's rent; must be returned within 45 days.
