CURRENT-LAW NOTICE
Arizona's 2025 HB 2068 defines an assistance animal as a trained or untrained animal that works, assists, performs tasks, or provides therapeutic or emotional support for a person with a disability. The same act limits landlord liability for injuries or damages caused by an assistance or service animal allowed as an accommodation, while preserving disability rights. Federal coverage still requires an individualized reasonable-accommodation analysis.
HUD withdrew its 2013 and 2020 animal guidance in September 2025. Its May 22, 2026 enforcement memorandum generally limits FHEO reasonable-cause findings to trained animals; it does not amend 42 U.S.C. § 3604 or Arizona law.
