Nebraska JUSTICE E-Filing System

  • Nebraska's court-authorized electronic filing system is JUSTICE (Judicial Unified Statewide Technology Information Computer Environment).
  • Attorneys who are parties to civil cases generally must file electronically through JUSTICE pursuant to Neb. Ct. R. § 2-201.
  • Electronic service through JUSTICE constitutes valid service on all registered participants in the case.
  • Non-electronic filing is permitted only when expressly allowed by another court rule.
  • Retain JUSTICE transaction confirmation numbers for all electronically filed and served documents.

2024/2025 Amendments — Neb. Ct. R. Pldg. § 6-1105

The 2024 amendments (effective January 1, 2025) to Nebraska's Court Rules of Pleading in Civil Cases made significant changes:

  • Consolidated prior duplicative service provisions from multiple rule sets into a single rule: § 6-1105.
  • Added "designated delivery service" (FedEx, UPS, DHL, and similar commercial carriers) as a new authorized service method.
  • Added court-authorized service by any other means (e.g., text message, social media) as a fallback method when other methods are impracticable.
  • Clarified service on parties with no office or whose office is closed.

Email Service — Requirements

  • Email service is authorized when the party has "stated an email address" for purposes of service, or has otherwise consented to email service.
  • Email service is not automatic — the opposing party must have designated or agreed to an email address for service.
  • Retain sent email records and any delivery/read confirmation receipts.

Service on Self-Represented (Pro Se) Parties

  • Self-represented parties who are not registered JUSTICE users must be served by personal delivery, mail, designated delivery service, or another authorized non-electronic method.
  • Do not serve self-represented parties through JUSTICE unless they are registered and have consented.
  • Some courts require service of motions directly on self-represented parties even when their case is electronically filed.

Privacy — Neb. Ct. R. § 6-1521

Documents served and filed must comply with Nebraska's privacy protection rules. Social Security numbers, financial account numbers, names of minor children (use initials), and other protected personal information must be redacted from publicly filed documents.

Service of original process (summons and complaint) must be made by personal service by the sheriff or other authorized process server, or by certified mail with return receipt requested, or by publication when other methods are not possible. Original process cannot be served through JUSTICE or by email alone. Service on a domestic corporation must be made on an officer, director, managing agent, or registered agent. Neb. Rev.
