SECTION 10: TIME COMPUTATION (PRACTICE BOOK § 4-2)
Connecticut Time Computation Rules:
Under Connecticut Practice Book § 4-2, when computing a time period:
- The day of the act or event (service) is excluded.
- The last day is included unless it is a Saturday, Sunday, or legal holiday.
- If the last day is a Saturday, Sunday, or legal holiday, the deadline extends to the next business day.
Mail Presumption (Practice Book § 10-14):
When a document is sent by mail, it is presumed to be received two days after mailing (or the following Monday if sent on Saturday). Practice Book § 10-14 does not add days to a response period the way federal Rule 6(d) or many state rules do. Verify the current rule and applicable case law regarding whether a mail extension applies to your specific deadline.
| Method of Service | Additional Time | Notes |
|---|---|---|
| E-filing system (registered users) | 0 additional days | Service complete at transmission |
| Email (§ 10-13 agreement) | 0 additional days | Service complete when sent |
| First-Class Mail | Verify per P.B. § 10-14 | Presumed received 2 days after mailing |
| Certified Mail | Verify per P.B. § 10-14 | |
| Facsimile | 0 additional days | Service complete upon successful transmission |
| Hand Delivery | 0 additional days | Service complete upon delivery |
Note: Connecticut's time rules differ from the federal mail rule. Consult Practice Book § 4-2 and § 10-14 carefully for the specific proceeding at issue.
SECTION 11: FACSIMILE SERVICE (PRACTICE BOOK § 10-17)
Fax service is permitted under Practice Book § 10-17 with consent:
☐ Fax service was used. Details:

SECTION 13: E-FILING INSTRUCTIONS (CONNECTICUT JUDICIAL BRANCH)
Connecticut E-Filing System:
The Connecticut Judicial Branch operates an electronic filing system (e-Services) for Superior Court matters. Attorneys are required to e-file in most civil matters (certain exceptions apply for self-represented parties and specific case types).
How E-Filing Service Works:
- Attorney logs into the Connecticut Judicial Branch e-Services system.
- Attorney submits the filing electronically.
- The system processes the filing and sends notifications to registered parties.
- For parties who have filed Form JD-ES-286 (Electronic Service Notice), the notification constitutes service.
- For parties who have not filed JD-ES-286, manual service must be completed.
Juris Number:
Connecticut attorneys are identified by their Juris Number (a unique number assigned to each attorney and law firm). Include the Juris Number in all filings and certificates of service.
SECTION 14: JUDICIAL DISTRICT AND LOCATION NOTES
Connecticut Judicial Districts:
Connecticut Superior Court is organized into Judicial Districts (J.D.) for civil matters and Geographical Areas (G.A.) for criminal matters:
- Judicial District of Hartford at Hartford
- Judicial District of New Haven at New Haven
- Judicial District of Fairfield at Bridgeport
- Judicial District of Stamford-Norwalk at Stamford
- Judicial District of Waterbury at Waterbury
- Judicial District of New Britain at New Britain
- Judicial District of Litchfield at Litchfield
- Judicial District of Middlesex at Middletown
- Judicial District of New London at New London
- Judicial District of Tolland at Rockville
- Judicial District of Windham at Putnam
- Judicial District of Ansonia-Milford at Derby
Complex Litigation Docket:
Some cases are assigned to the Complex Litigation Docket in Hartford or Waterbury. These dockets may have additional requirements for service and filings. Check the docket's standing orders.
SECTION 15: PRACTITIONER NOTES
Juris Number Requirement:
Connecticut requires attorneys to include their Juris Number on all court filings. The Juris Number identifies the attorney and the law firm. Ensure this is included on the certificate of service.
Practice Book § 10-13 — Opt-In Electronic Service:
Unlike states where e-service is automatic for all attorneys, Connecticut uses an opt-in system under Practice Book § 10-13. A party must file Form JD-ES-286 with the court to consent to electronic service. If an attorney or party has not filed this form, you cannot serve them electronically (other than through the e-filing system for registered users). Check the court's case management system to see who has filed JD-ES-286.
Housing Court and Family Court:
These dockets have specific procedures and often involve self-represented parties. Check local standing orders. In Housing matters, special rules govern service and time computation. In Family matters (divorce, custody), confirm applicable rules for service of motions and other papers.
Redaction — Practice Book Privacy Policy:
Connecticut courts require redaction of personal identifying information from court filings. Do not include social security numbers, financial account numbers, or children's full names in the certificate of service.
Penalties of False Statement:
Note the Connecticut certification language: "I declare under the penalties of false statement" — not "under penalty of perjury." This is Connecticut-specific language. Do not substitute federal or other states' perjury language.

About This Template
These are the filings that drive a lawsuit through the system: complaints, answers, motions, briefs, discovery requests and responses, and post-judgment papers. Each has its own format requirements under federal and state procedural rules, and each has a deadline that cannot be missed without consequences. Clean, procedurally correct filings move a case forward; sloppy ones invite motions to strike, amended responses, and avoidable delays.
