- Material suppliers on commercial projects (recommended for all parties)
EXCEPTION: Parties who contract directly with the owner or owner's agent do NOT need to give notice.

NOTICE TO OWNER
PROTECT YOURSELF FROM PAYING TWICE
Under Oregon's laws, those who work on your property or provide labor, services, equipment, or materials and are not paid have a right to enforce their claim for payment against your property. This claim is known as a construction lien.
If your contractor fails to pay subcontractors, material suppliers, rental equipment suppliers, service providers, or laborers or neglects to make other legally required payments, the people who are owed money can look to your property for payment, even if you have paid your contractor in full.
The law requires that you receive this notice, but it does not mean that the sender has not been or will not be paid for work on your property.
HOW CAN YOU PROTECT YOURSELF?
You may protect yourself by:
(1) Request from your contractor a list of suppliers, subcontractors, and others working on your property;
(2) Pay the contractor by check made payable to the contractor and the supplier, subcontractor, or other person who sent this notice;
(3) Require lien releases before making payment; and
(4) Consult an attorney, a construction lender, or the Construction Contractors Board.

If notice is given late:
- Lien rights are limited to work performed within 8 business days before the notice was delivered or mailed
- Work performed before that 8-day window is NOT protected
- Backdating a notice will NOT reinstate lost lien rights

LICENSING REQUIREMENT
CRITICAL: Contractors must be licensed and registered with Oregon CCB at the time work is performed to perfect a lien claim.
LIEN RECORDING DEADLINE
- 75 days from the earlier of:
- Date project was substantially completed, OR
- Date claimant last furnished labor, materials, equipment, or services

To perfect a construction lien in Oregon:
