N.C. Gen. Stat. § 41A-4(f)(2) makes it an unlawful discriminatory housing practice to refuse reasonable accommodations in rules, policies, practices, or services when they may be necessary for a person with a handicapping condition's equal use and enjoyment of a dwelling. The current State Fair Housing Act does not supply a separate animal-specific documentation formula.
Apply the state standard alongside current federal law. HUD withdrew its 2013 and 2020 animal guidance in September 2025, and its May 22, 2026 enforcement memorandum generally limits FHEO reasonable-cause findings to trained disability-related animals. That policy does not amend § 41A-4.
