Current Indiana Civil Rights Commission guidance identifies an assistance-animal exception to a no-pets policy as a possible reasonable accommodation and requires individual consideration. A request may be made at any time and need not use legal terms. When disability or disability-related need is not obvious, the provider may seek reliable confirmation, but generally not detailed medical records, a diagnosis, or unnecessary or excessive documentation.
The guidance identifies undue financial or administrative burden, fundamental alteration, and direct threat as possible denial grounds and encourages discussion of alternatives. HUD's May 2026 federal enforcement policy distinguishes trained animals from untrained emotional-support animals, so record the animal's actual role.
