An additional county tax of 0.5% applies in most counties (total 5.5%). WISCONSIN VEHICLE TAX INFORMATION:
Wisconsin imposes the following taxes on private-party vehicle sales:
- State Sales Tax: 5% of the purchase price
- County Tax: 0.5% in most counties (total 5.5% combined)

IMPORTANT TAX EXEMPTIONS:

To claim the exemption, the relationship must be indicated on the title assignment. No separate form is required for the tax exemption, but the relationship must be documented.

Emissions Testing Details:

SECTION 9: WISCONSIN WATERCRAFT REQUIREMENTS
IMPORTANT WISCONSIN REQUIREMENTS:
Per Wis. Stat. Section 30.51 et seq. and DNR regulations:

Registration: All motorized watercraft and all sailboats 12 feet or longer must be registered with the Wisconsin Department of Natural Resources (DNR). Registration is valid for 3 years and expires on March 31 of the third year.

Titling: All motorized boats and sailboats 16 feet or longer must also be titled. Title transfer is required when ownership changes hands.

No Notarization: Wisconsin does NOT require notarization for vessel title or registration transfers.

Transfer Deadline: The new owner must transfer registration within a reasonable time after purchase. The boat should not be operated until the registration has been transferred.

Registration Numbers: Wisconsin registration numbers (WI prefix) must be displayed on both sides of the forward half of the vessel in block letters at least 3 inches high.

Validation Decals: Current registration decals must be displayed within 6 inches of the registration number on each side of the bow.

Boater Education: All persons born on or after January 1, 1989, must complete a boater safety course before operating a motorboat in Wisconsin.

Safety Equipment: All vessels must carry required safety equipment including life jackets (one per person), fire extinguishers (for enclosed engine compartments), navigation lights (for nighttime operation), and sound-producing devices.

WISCONSIN INSPECTION REQUIREMENTS
Safety Inspection:
Wisconsin does NOT require periodic safety inspections for private passenger vehicles. There is no safety inspection requirement for vehicle sales, registration, or renewal.
Emissions Inspection:
Emissions testing is required ONLY in the following seven southeastern Wisconsin counties: Kenosha, Milwaukee, Ozaukee, Racine, Sheboygan, Washington, and Waukesha.
- Testing is required at change of ownership (vehicles more than 5 model years old) and at biennial registration renewal
- Testing is FREE at designated VIP stations
- Failure to test within 45 days results in registration suspension
- New vehicles are exempt for their first 5 model years
- For vehicles purchased in 2026, model years 1996 through 2021 are generally subject to testing

WISCONSIN UCC ARTICLE 2 — SALES (Wis. Stat. Chapter 402)
The sale of goods (including vehicles, watercraft, and personal property) in Wisconsin is governed by the Uniform Commercial Code as adopted in Wis. Stat. Chapter 402. Key provisions include:
- Wis. Stat. Section 402.312: Warranty of title — Seller warrants good title and rightful transfer, free from security interests unknown to buyer.
- Wis. Stat. Section 402.313: Express warranties — Created by affirmations of fact, descriptions, or samples that become part of the basis of the bargain.
- Wis. Stat. Section 402.314: Implied warranty of merchantability — Goods must be fit for ordinary purposes, pass without objection in the trade, and conform to label descriptions.
- Wis. Stat. Section 402.315: Implied warranty of fitness for particular purpose — If seller knows buyer's particular purpose and buyer relies on seller's expertise.
- Wis. Stat. Section 402.316: Exclusion or modification of warranties — "As-is" disclaimers must be conspicuous; merchantability disclaimers must use the word "merchantability."
