OREGON COMPREHENSIVE BILL OF SALE PACK
This comprehensive Bill of Sale Pack provides templates for transferring ownership of various types of property under Oregon law. Select the appropriate form based on the property being transferred.
IMPORTANT: Oregon vehicle titling and registration is administered by the Oregon DMV (Department of Motor Vehicles, a division of the Oregon Department of Transportation). Watercraft titling and registration is administered by the Oregon State Marine Board (OSMB). Requirements are uniform statewide.
NO SALES TAX: Oregon does NOT impose a state sales tax. There is no sales tax on private-party vehicle purchases. However, a 0.5% Vehicle Privilege Tax applies to new vehicles sold by dealers, and a 0.5% Vehicle Use Tax applies to taxable vehicles purchased from dealers outside Oregon. Private party-to-party sales are generally exempt from these taxes.
NO NOTARIZATION REQUIRED: Oregon does NOT require notarization for vehicle or vessel title transfers. However, all signatures must be original (no photocopies) and executed in blue or black ink.

OREGON LEMON LAW NOTICE (ORS §§ 646A.400 through 646A.418):
Oregon's Lemon Law applies to NEW passenger motor vehicles purchased or leased in Oregon, or purchased outside Oregon but registered in Oregon. The nonconformity must be reported during the first 2 years or 24,000 miles from the date of original delivery (whichever comes first), and the defect must substantially impair the use, market value, or safety of the vehicle. The manufacturer must have had a reasonable number of repair attempts — presumed at 3 or more attempts for the same defect, or the vehicle being out of service for 30 or more cumulative calendar days. If unresolved, the consumer is entitled to a replacement vehicle or a full refund less a reasonable use allowance.
IMPORTANT: Oregon's Lemon Law may also apply to certain used vehicles if the used vehicle is still within the original manufacturer's express warranty period. Consult the Oregon Department of Justice, Consumer Protection Division, for specific applicability.
If the manufacturer did not act in good faith, the court may award up to three times damages (not to exceed $50,000 over and above the refund/replacement amount), plus reasonable attorney fees.

Repair Cost Limit: If a vehicle fails the DEQ test and the owner spends the required amount on emissions-related repairs without achieving a passing result, the owner may apply for a repair cost waiver.
Important: Oregon does NOT have a statewide safety inspection program. There is no periodic mechanical safety inspection required for passenger vehicles. The only required testing is the DEQ emissions test in the Portland and Medford metropolitan areas.

SECTION 9: OREGON WATERCRAFT REQUIREMENTS
IMPORTANT OREGON REQUIREMENTS:
Per ORS § 830.435, § 830.440, and Oregon State Marine Board (OSMB) regulations:

Titling: The following watercraft MUST be titled and registered with the Oregon State Marine Board:
- All motorboats, regardless of length
- All sailboats 12 feet or longer in length
- US Coast Guard Documented vessels with a recreational endorsement must be registered (but do not need a state title) -
Exempt Vessels: Non-motorized vessels under 12 feet in length (canoes, kayaks, paddleboards, rowboats) are exempt from titling and registration. However, the Waterway Access Permit may be required.

30-Day Transfer Deadline: Buyers must apply for a vessel title and registration within 30 days of purchase.
-
Processing Time: Processing time is generally 4 to 6 weeks, but can be up to 12 weeks during spring and summer months.

Registration Display: Oregon registration numbers (OR prefix) must be displayed on both sides of the bow in block letters at least three inches high. Current validation decals must be displayed within six inches of the registration number.

Registration Certificate: The registration certificate must be carried aboard the vessel at all times during operation.

Boater Education: Oregon requires that all operators of motorboats with more than 10 horsepower obtain a Boater Education Card. The card is obtained by completing an approved boating safety course.

Personal Flotation Devices: All vessels must carry one approved PFD for each person aboard. Children age 12 and under must wear a PFD at all times while on any vessel.

Aquatic Invasive Species Prevention: Oregon requires boats to be clean, drained, and dry before launching. Inspection stations may operate seasonally.

OREGON INSPECTION REQUIREMENTS
Safety Inspection:
Oregon does NOT require periodic safety inspections for passenger vehicles. There is no statewide or county-level mechanical safety inspection program.
Emissions Inspection (DEQ):
- Required in the Portland metropolitan area (portions of Clackamas, Multnomah, and Washington counties) and Medford area (portions of Jackson County)
- Vehicles tested every two years at registration renewal
- All 1975 and newer gasoline, alternative fuel, and hybrid vehicles within testing boundaries
- All 1975 and newer diesel vehicles with GVWR of 8,500 lbs. or less within testing boundaries
