SECTION 9: IDAHO TRANSPORTATION DEPARTMENT REQUIREMENTS

  1. ☐ Apply for a new Idaho title at the county assessor's motor vehicle office within thirty (30) days of purchase — late penalty of $20.00 applies after 30 days

  2. ☐ Pay all applicable sales tax (6% state rate; up to 9% combined with local taxes), title fee ($14.00 standard; $26.00 rush), and registration fees

  3. ☐ Obtain a VIN inspection if the vehicle is from out of state — performed by law enforcement or an authorized inspector

  4. ☐ Maintain proper liability insurance as required by Idaho Code § 49-1229 (minimum: $25,000/$50,000 bodily injury, $15,000 property damage)

EMISSIONS NOTE: As of July 1, 2023, Idaho no longer requires vehicle emissions testing. The Idaho Legislature repealed the state vehicle inspection and maintenance (I/M) program, and the EPA approved the removal of Ada County from the emissions testing requirement. Canyon County and the City of Kuna programs were also discontinued. No Idaho county currently requires emissions testing.

SECTION 9: IDAHO WATERCRAFT REQUIREMENTS

IMPORTANT IDAHO REQUIREMENTS:

Per Idaho Code § 67-7003 et seq. and IDPR/ITD regulations:

  1. Titling: Vessels with a model year of 2000 or newer that have a permanently attached mode of propulsion (sterndrives, inboards, personal watercraft, sailboats) must be titled through the county assessor's motor vehicle office. Outboard-powered vessels over 12 feet in length must also be titled. Vessels acquired prior to January 1, 2000, may be titled voluntarily unless they are being financed, in which case titling is mandatory.

  2. Registration: All motorized vessels and sailboats must be registered with the Idaho Department of Parks and Recreation (IDPR). Registration expires December 31 of each year. Buyers must register within fifteen (15) days of purchase.

  3. Pre-2000 Vessels: When titling a vessel acquired before January 1, 2000, the applicant must also provide an indemnifying affidavit (Form ITD-3410) certifying that there are no undisclosed liens.

  4. Registration Fees: $20.00 base fee for vessels over 12 feet, plus $2.00 per foot over 12 feet, plus a $1.50 vendor fee. Vessels 12 feet and under with a motor have a reduced registration fee.

  5. Invasive Species Sticker: All motorized and non-motorized vessels must display a valid Idaho invasive species sticker before launching on Idaho waters. Stickers are available from IDPR and authorized vendors.

IDAHO INSPECTION REQUIREMENTS

Safety Inspection:

Idaho does NOT require a statewide safety inspection for motor vehicles. There is no periodic safety inspection program. However, law enforcement may issue citations for unsafe vehicle conditions observed during traffic stops.

VIN Inspection:

  • Required for all vehicles being titled in Idaho that were previously registered in another state
  • Must be performed by a law enforcement officer or authorized VIN inspector

Emissions Inspection:
