Summary judgment shall be granted when “there is no genuine issue as to any material fact and … the moving party is entitled to a judgment as a matter of law.” Del. Super. Ct. Civ. R. 56(c). The movant bears the initial burden of demonstrating the absence of a material factual dispute; the burden then shifts to the non-movant to produce admissible evidence showing a genuine issue for trial. The Court views the record in the light most favorable to the non-moving party, but “bare assertions, conclusory allegations or suspicions are insufficient” to avoid summary judgment. Id.
