Tex. Prop. Code § 301.025(c)(2) treats refusal to make a reasonable accommodation in rules, policies, practices, or services as disability discrimination when the accommodation may be necessary for equal opportunity to use and enjoy a dwelling. Section 301.025(f) preserves a limitation for a tenancy that would constitute a direct threat to others or cause substantial physical damage to others' property.
Current Texas Workforce Commission materials apply the reasonable-accommodation framework to housing. Do not rely on older Texas-hosted slides that reproduce HUD's withdrawn 2020 animal notice as though it remains current. Classify the animal and evaluate the request under current Texas and federal law.
