Ohio Rev. Code § 4112.02(H)(19) prohibits refusing reasonable accommodations in rules, policies, practices, or services when necessary to afford a person with a disability equal opportunity to use and enjoy a dwelling unit and its public and common-use areas. The current provision does not establish an animal registry or a separate statewide animal-documentation formula.
Evaluate the animal's actual trained work, tasks, or emotional-support role under Ohio law and the current federal framework. HUD's May 2026 enforcement memorandum generally limits FHEO reasonable-cause findings to trained animals but does not amend Ohio law.
