- Parent whose parental rights have been judicially terminated;
- Parent declared mentally ill, intellectually disabled, or incapacitated from giving consent;
- Legal guardian/custodian withholding consent unreasonably;
- Other statutory exceptions.
☐ NO STATEWIDE PUTATIVE FATHER REGISTRY: Unlike NM, NE, or ID, Hawaii does NOT maintain a formal centralized putative father registry.
