Regulatory Comment Letter
REGULATORY COMMENT LETTER — PENNSYLVANIA
Pennsylvania Regulatory Framework Overview
Pennsylvania's rulemaking and regulatory comment process is governed by the Regulatory Review Act (RRA), 71 P.S. 745.1 et seq., and the Commonwealth Documents Law, 45 P.S. 1102 et seq. The Independent Regulatory Review Commission (IRRC), a five-member bipartisan body, provides independent oversight of all agency rulemaking. Proposed and final-form regulations are published in the Pennsylvania Bulletin, and codified regulations appear in the Pennsylvania Code.
Pennsylvania's regulatory review process is distinctive for its multi-layered oversight: agencies must satisfy IRRC review criteria, and the General Assembly's standing committees also have the authority to review and disapprove regulations.

About This Template
Administrative law covers how you interact with government agencies, from filing a comment on a proposed rule to appealing a denied license or benefit. Agency processes have their own forms, deadlines, and evidence standards that are different from what courts use. Getting the paperwork wrong usually means missing a deadline or losing the right to appeal, so precision in these documents matters as much as it does in a courtroom filing.
Important Notice
This template is provided for informational purposes. It is not legal advice. We recommend having an attorney review any legal document before signing, especially for high-value or complex matters.
