3. DUTY AND DEADLINE

Under D.C. Code § 20-711(a), the personal representative shall, within three (3) months of appointment, prepare a verified inventory of property owned by the decedent at the time of death. The inventory shall list each item of property, describe each item in reasonable detail, indicate the fair market value of each item on the date of death, and indicate the type and amount of any encumbrance. The inventory shall include: (1) real property; (2) tangible personal property (excluding wearing apparel other than furs and jewelry, food for the family, family pictures, and family Bibles); (3) corporate stocks; (4) debts owed to the decedent, including bonds and notes; (5) bank accounts, building association shares, savings and loan accounts, and money; (6) debts owed to the decedent by the personal representative; and (7) any other interest in property passing by will or intestate succession.

4. APPRAISAL METHOD

Under D.C. Code § 20-712, the personal representative may employ a qualified and disinterested appraiser to ascertain the fair market value of any asset whose value is subject to reasonable doubt; the appraiser's name and address shall be indicated on the inventory with the item(s) appraised. The personal representative may personally determine the value of cash and items not subject to reasonable doubt.
