Adult Guardianship Periodic Reporting Requirements in Kansas

Short answer Under Kansas's 2026 act, an adult guardian files a care plan within 60 days after appointment and reports at least annually; a conservator files a financial plan and sworn inventory within 60 days and generally reports with an accounting annually. Requirements one by one

Opening plans and inventory

For a new appointment, the guardian and conservator each file a plan within 60 days. The conservator also files a detailed estate inventory within 60 days, with an oath or affirmation that it is complete and accurate as far as information permits. The inventory identifies income sources, how property is titled, and beneficiary designations. (§§ 59-30,156(a), 59-30,180(a), 59-30,181(a).)

Annual reports

The adult guardian files a report at least annually and whenever the court directs. It describes the adult's condition, residence, services, visits, participation in decisions, future support and whether guardianship should continue. If the guardian has financial authority, it also accounts for estate property and transactions. (§ 59-30,157(a)–(b).)

The conservator reports annually unless the court directs otherwise, and also on resignation, removal, termination or another court-directed occasion. Its account lists estate property, receipts, disbursements, liabilities and distributions. It includes reasonably available financial statements where feasible, with account and Social Security numbers redacted, and a copy of the bond renewal. (§ 59-30,182(a)–(b).)

Notice and court review

Plan notices and copies go out at filing to the adult, the adult's attorney, order-designated notice recipients and others the court names; recipients may object in writing within 21 days. Guardian and conservator report copies go to the adult and designated recipients within 14 days after filing. A conservator gives inventory-filing notice within 14 days. The court reviews each report at least annually and may seek more information or hold a hearing where duties appear unmet. (§§ 59-30,156(b)–(d), 59-30,157(e)–(g), 59-30,180(b)–(d), 59-30,181(b), 59-30,182(d)–(f).)

What trips people up

The new act applies to existing guardianships and conservatorships in general, subject to the court's transitional exception. But its mandatory guardian and conservator plans do not apply to a case already in existence on January 1, 2026 unless the court orders a plan. (§ 59-30,211(a)–(b).)

A guardian's special report is separate from the annual report. Changes such as a new residence or placement, a significant health change, or the adult's death trigger that filing. A significant change or proposed major deviation also triggers an updated guardian or conservator plan. (§§ 59-30,156(a), 59-30,157(c), 59-30,180(a).)

Common questions

Does a conservator have to attach financial statements? Yes, to the extent feasible: the report includes the most recent reasonably available bank, investment and debt statements, with account and Social Security numbers redacted. (§ 59-30,182(b)(5).)

What happens to the conservator's final account? An order after notice and hearing approving a final report discharges the conservator from claims by notified persons as to matters adequately disclosed. (§ 59-30,182(j).)
