It is unlawful to take or threaten to take any unfavorable personnel action, or to withhold or threaten to withhold any favorable personnel action, as a reprisal against any member of the armed forces for making or preparing a protected communication.

10 U.S.C. § 1034 and DoD Directive 7050.06 prohibit reprisal against members who:
