SECTION 13: E-FILING INSTRUCTIONS -- KANSAS COURTS E-FILING (KCEF)
Step-by-Step Filing Procedure
- Navigate to the Kansas Courts E-Filing (KCEF) system
- Log in with your registered credentials (registration required for attorneys in mandatory e-filing counties)
- Select the correct county and district court
- Search for the existing case by case number or party name
- Select filing type: "Entry of Appearance" or "Notice of Appearance"

- Verify the service list includes all counsel of record and unrepresented parties
- Select the service method for each party (electronic or traditional)
- Submit the filing
- Retain the KCEF filing confirmation receipt
- Verify the filing appears on the court docket
Mandatory vs. Permissive E-Filing
Kansas Supreme Court Rule 122 governs electronic filing:
- E-filing may be mandatory in some judicial districts and permissive in others
- Confirm whether the applicable district court requires mandatory e-filing
- Even in permissive e-filing districts, e-filing through KCEF is strongly encouraged
- Self-represented litigants may have different e-filing requirements
Filing Fees
- Appearance fees vary by district and case type; confirm with the applicable district court clerk
- Some districts accept payment through the eCourt portal; others require separate payment
- Pro hac vice application fees are set by court rule
SECTION 14: PRACTITIONER NOTES -- KANSAS-SPECIFIC
A. Kansas Court System
Kansas has a unified court system:
- District Courts: Courts of general jurisdiction covering all 105 counties, organized into 31 judicial districts. Handle civil, criminal, domestic, juvenile, and probate matters.
- Court of Appeals: Intermediate appellate court.
- Supreme Court of Kansas: Highest appellate court.
B. Key Judicial Districts
| District | Key County/City | Notes |
|---|---|---|
| Third | Shawnee (Topeka) | State capital; high-volume jurisdiction |
| Tenth | Johnson (Olathe/OP) | Largest suburban district; extensive local rules |
| Eighteenth | Sedgwick (Wichita) | Largest district by population |
| Twenty-Ninth | Wyandotte (KCK) | Kansas City metropolitan area |
| Seventh | Douglas (Lawrence) | University of Kansas location |
C. District-Specific Requirements
Some Kansas judicial districts have local rules that supplement the Supreme Court Rules:
- Johnson County (10th District): Has extensive local rules, including Rule 3.3 which may require a separate Entry of Appearance form. Confirm current requirements with the clerk.
- Sedgwick County (18th District): High-volume jurisdiction with specific local procedures. Verify filing requirements.
- Shawnee County (3rd District): State capital jurisdiction with active appellate practice. Confirm local rules.
- Wyandotte County (29th District): Confirm any district-specific procedures.
D. Limited Representation (Rule 115A)
Kansas Supreme Court Rule 115A provides a framework for limited representation:
- Notice Requirement: An attorney making a limited appearance must file a notice of limited entry of appearance stating the precise court proceeding and issues to which the limited appearance pertains
- Pleading Assistance: An attorney may assist in the preparation of pleadings by inserting "Prepared with assistance of a Kansas licensed attorney" at the bottom of the paper; the attorney is not required to sign
- Scope Precision: The notice must identify the precise proceedings and issues -- vague or overly broad descriptions may be insufficient
- Termination: Upon conclusion of the limited representation, the attorney should file appropriate withdrawal documentation
E. Withdrawal of Attorneys (Rule 183)
Kansas Supreme Court Rule 183 governs attorney withdrawal:
- An attorney must obtain leave of court before withdrawing from a case
- A motion to withdraw must be filed and served on the client and all parties
- The court considers whether withdrawal would prejudice the client or delay the proceedings
- If substitution of counsel is occurring, the new attorney's appearance should be filed simultaneously
F. Pro Hac Vice Admission (Rule 116)
Key requirements under Kansas Supreme Court Rule 116:
- The Kansas attorney (not the out-of-state attorney) must file the motion for admission
- The motion must be filed as soon as possible, but no later than the date the out-of-state attorney appears on any document filed in the case or appears at any proceeding
- The out-of-state attorney must be a member in good standing of the bar of another jurisdiction
- The court has discretion to grant or deny the motion
G. Service Requirements (K.S.A. 60-205)
Under K.S.A. 60-205:
- Any paper after the petition that is required to be served, together with a certificate of service, must be filed within a reasonable time after service
- Service may be made by delivering a copy, mailing a copy, or by electronic means if consented to
- Maintain KCEF service confirmation receipts for proof-of-service disputes
- Service by mail is complete upon mailing
H. Signing Requirements (K.S.A. 60-211)
Under K.S.A. 60-211:
- Every pleading, motion, and other paper must be signed by at least one attorney of record (or the party if unrepresented)
- The signature constitutes a certification that the paper is not filed for improper purpose, that legal contentions are warranted, and that factual contentions have evidentiary support
- Include the attorney's Kansas Bar Number, address, email, and telephone number
This template is designed for use in Kansas District Courts. For the United States District Court for the District of Kansas (federal court), different rules and procedures apply.
About This Template
These are the filings that drive a lawsuit through the system: complaints, answers, motions, briefs, discovery requests and responses, and post-judgment papers. Each has its own format requirements under federal and state procedural rules, and each has a deadline that cannot be missed without consequences. Clean, procedurally correct filings move a case forward; sloppy ones invite motions to strike, amended responses, and avoidable delays.
Important Notice
This template is provided for informational purposes. It is not legal advice. We recommend having an attorney review any legal document before signing, especially for high-value or complex matters.
