SECTION I: UNDERSTANDING ICPC
1.1 What is ICPC?
The Interstate Compact on the Placement of Children (ICPC) is a statutory agreement adopted by all 50 states, the District of Columbia, and the U.S. Virgin Islands. It governs the placement of children across state lines for purposes of foster care and adoption.
