What did Texas's 1979 motor vehicle rental Q&A say about trade-ins, dealer plates, permits, tax receipts, and fleet records?

Plain-English summary
This historical Texas Motor Vehicle Division Q&A addressed several rental-tax administration issues.
It said only another motor vehicle could serve as a trade-in to reduce taxable value, and a vehicle displaying metal dealer plates could not be rented.
It required a Form 31 tax receipt on every title transfer, even when no tax was due. A rental company that had paid vehicle tax at purchase received no refund or credit merely because rental receipts had not fully reimbursed that tax before retirement.
The document also described paper-era distribution of qualified rental-permit lists and storage of rental and re-rental exemption certificates.

MOTOR VEHICLE RENTAL QUESTIONS AND ANSWERS
What can be used as a trade-in to reduce the taxable value of a motor
vehicle?
The only trade-in that can be used to reduce the taxable value of a
motor vehicle is another motor vehicle.
What about dealer plates?
A vehicle with metal dealer plates rather than regular plates cannot
be used for rental.
How are field offices notified of changes in the qualified and
non-qualified
rental permit lists sent to County Tax Assessor/Collectors?
The quarterly lists of qualified and non-qualified permit holders,
dated the first day of the last month of the quarter, are sent to
field offices. The weekly additions and deletions, however, are
send only to the County Tax Assessor/Collectors. If there is a
question bout a taxpayer having been added or deleted within the
quarter, contact Motor Vehicle Division.
Will a Form 31 Tax Receipt be issued on a trade-down when no tax is due?
A Form 31 Tax Receipt is issued on all transfers of title, whether or
not tax is due. For an illustration of a trade-down receipt, see
pages 17-18 of the Motor Vehicle Sales Tax Transactions: Dealer Copy.
What happens when a rental company retires a vehicle on which tax had
been
paid at the time of purchase before the tax is fully reimbursed?
Since 4% motor vehicle tax was paid at the time of purchase, there
is no minimum liability to satisfy and no additional tax is due when
the vehicle is retired. The rental company is not entitled to any
refund or credit on any amount not reimbursed from rental receipts
tax.
Where are Rental certificate kept?
The Motor Rental Certificate, which allow rental vehicles to be
registered
tax free, are kept in files by the Motor Vehicle Division until the
vehicle
is listed on a Supplemental and retired from the rental fleet. Then it
is
attached to the return on which it is removed from rental and filed with
the returns.
Who keeps the exemption certificates on rents for rerental?
The exemption certificates are kept by the owner of the vehicle which was
rented for rerental so that he/she can substantiate that a specific
rental
was for rerental and no tax should have been collected.
