ADVISORY: UNEMPLOYMENT INSURANCE PROGRAM LETTER NO. 20-09
TO: STATE WORKFORCE AGENCIES
FROM: DOUGLAS F. SMALL /s/
Deputy Assistant Secretary
SUBJECT: Replacement of State-based Information Technology Hardware for the
Unemployment Insurance Data Base System
1. Purpose. To provide State Workforce Agencies (SWAs) with advance notice of distribution
of new Sun Server T2000 computer systems.
2. References. UIPL No. 25-04, Purchase of New Sun System to Support State
Unemployment Insurance Data Base (UIDB) System
3. Background. The Department of Labor (Department) purchases, configures, and ships to
each state a server that stores important program information extracted from state systems
and from which states transmit electronically data they are required to report to the
Department. The current Sun Blade 1500 server is no longer produced or supported, and the
Department will be providing each state with a new and upgraded server over the next three
months.
4. Upgrade Overview.
Hardware: The Sun Server T2000 computer has been chosen as the replacement server for
the SWAs. This new system has larger disk drives, memory, and faster central processing
units (CPUs) and allows for future expansion. The new system will be designed and
configured to support the migration of current applications to web-based applications.
Software: DOL technical support staff will work closely with the state Sun System
Administrators to transfer all software and data from the current servers to the new servers.
No additional training is anticipated; the transition should be a transparent one for the user
and the system administrator.
RESCISSIONS EXPIRATION DATE
April 3, 2010
DOL technical staff will be in contact with the state Sun System Administrators to coordinate
the schedules and provide more information on the implementation process. The projected
completion date for this project is June 2009.
5. Action Required. Please provide the above information to all appropriate state personnel,
including state Sun System Administrators providing support for the SWA's Sun UNIX
system.
6. Inquiries. Inquiries should be directed to your Regional Office.

Attachment 2: UPGRADE PLAN
These new systems were purchased under a "special upgrade plan" from Sun
Microsystems, Inc. Under this plan, all the new systems will be shipped to the National
Office and will be configured by the National Office operations staff. The agreement with
Sun requires that the old Sun Blade 1500 systems must be returned to the vendor
within 90 days of the delivery of the new equipment.
• DOL technical staff will contact the state SUN Administrators to schedule the
hardware upgrade after the states have received their new configured systems
(see attachment 3 – “Estimated Delivery Timeframe”).
• Based on the schedule, DOL technical staff will provide the necessary assistance
required by the state SUN Administrator to install the new systems. Once the
new system is setup and adequately tested, all existing information on the old
system including the external drive will be deleted to ensure privacy of State
data.
• Once the implementation is completed, the state SUN administrator is requested
to prepare the “return” process for the old system. The old SUN Blade 1500
chassis - which is the required component to be returned must be boxed and
prepared for pickup. Packing materials provided with the new T2000 system will
be used for packing the old system for pickup. Inside the box of the new T2000
is a packet of information for the System Administrators. This packet contains
"Action Required-Upgrade Return Procedures" and will provide all of the
necessary paperwork and instructions for returning the old system to Sun
Microsystems. A Return Merchandise Authorization (RMA) Number and an 800
number will be provided to make arrangements for SUN to pick up the old
system.
DOL will keep all Sun System Administrators informed regarding the implementation
process. The projected completion date for this project is June 2009. More detailed
information will follow concerning the installation plans and this effort will be coordinated
in detail with the state SUN System Administrators.
Special Technical Notes:
1. Hardware components (other than the SUN Blade 1500 CPU chassis) from the
old SUN system are not required to be returned to Sun Microsystems.
2. HP 4100 N LaserJet Printers are being replaced with a HP 4015 LaserJet.
States are not required to return the HP 4100. Only the new HP 4015 LaserJet
will be supported. States may continue to use the old HP 4100 N LaserJet.
3. The external Exabyte Model 8700 tape drives and cables already in the SWA
sites are not being replaced and will be used in the new system's configuration.
4. 17-inch TFT-LCD Monitor – States are not required to return the old monitors to
Sun Microsystems.
5. Sun Type 7 Keyboard – Full size keyboard with Solaris short-cut keys. States
are not required to return the old keyboard to Sun Microsystems.
6. Type 7 Optical Scroll Mouse – Three button mouse with optical tracking and
scroll wheel. States are not required to return the old mouse to Sun
Microsystems.

* Equipment shipped directly from the vendor to the states will need to be stored until the
server, monitor, keyboard and cables arrive from the National Office. States’ Sun
System Administrators will need to e-mail the hotline that they received the equipment
and provide the printer serial number.
