ADVISORY: UNEMPLOYMENT INSURANCE PROGRAM LETTER NO. 10-08
TO: STATE WORKFORCE AGENCIES
FROM: DOUGLAS F. SMALL /s/
Deputy Assistant Secretary
SUBJECT: Resource Justification Model (RJM)
1. Purpose. To announce Office of Management and Budget (OMB) approval of the extension
for the RJM data collection.
2. References. Federal Register notice: 72 FR 38620, dated July 13, 2007.
3. Background. The RJM is a data collection instrument for total Unemployment Insurance
administrative expenditures for the most recently completed fiscal year. State Workforce
Agencies (SWAs) use the RJM to submit detailed data by major cost categories in a structured
format. The RJM provides the Department with current cost information to allocate
administrative funds equitably among states and provides a means to extrapolate the current
cost data in order to project base resources SWAs would require in subsequent years.
4. OMB Approval. OMB has approved the extension of RJM reporting according to the
Paperwork Reduction Act of 1995 under OMB approval No. 1205-0430 scheduled to expire
11/30/2010.
5. Burden Disclosure. Persons are not required to respond to this data collection unless it
displays an OMB approval number. Public reporting burden for this collection of information
is estimated to average 123 hours per response, including the time for reviewing instructions,
searching existing data sources, gathering and maintaining the data needed, and completing
and reviewing the collection of information.
6. Action Required. State Administrators are requested to provide the above information to
appropriate staff.
7. Inquiries. Direct all inquiries to the appropriate ETA Regional Office.
