Revised FY 2015 WIA advance allotments after funding reduction
Summary ETA revised the October 2014 advance allotments for state Workforce Investment Act Adult and Dislocated Worker programs to reflect a 0.0554 percent funding reduction. It said the reduction did not affect earlier base funding or Youth funds and that states needed no additional accounting action. Two attachments give the revised allocations. ETA now labels this change Canceled.

SUBJECT: Revised Fiscal Year (FY) 2015 Advanced Funding Levels Available
October 2014 for Workforce Investment Activity (WIA) Programs
1. Purpose. This guidance provides states with revised allotment levels for WIA Adult
and Dislocated Worker FY 2015 funds, which became available to states in October
2014. This Change 1 to TEGL 18-13 revises the funding available to states on
October 2014 to reflect the 0.0554 percent reduction enacted in the short-term
Continuing Appropriations Resolution for FY 2015.

3. Background. TEGL 18-13, issued April 3, 2014, announced PY 2014 WIA state
allotments. This Change 1 TEGL informs the states of recent allotment adjustments
necessary due to Continuing Appropriations Resolution 2015, H.J. Res. 124, enacted
September 19, 2014 (henceforth referred to as the “Continuing Resolution”). The
Continuing Resolution reduced neither the WIA Youth Activities funds (available
April 1, 2014) nor the base portion (available July 1, 2014) of funding for Adult and
Dislocated Worker activities. However, the Resolution did reduce the FY 2015
advance funds for the WIA Adult and Dislocated Worker programs by 0.0554
percent (see attachments for revised allotment levels).
4. Notice of Obligation (NOO). The Department will issue a NOO with the new FY
2015 advance amounts for the Adult and Dislocated Worker programs. Because
ETA will take into account the reduction when the NOO is issued, the states need
take no further accounting actions.
5. Possibility of a Rescission to FY 2015 Funding. It is possible that the final
appropriation for FY 2015 will contain a rescission greater than the 0.0554 percent
reduction to the Adult and Dislocated Worker advance funding.
6. Inquiries. Please direct questions regarding these allotments to the appropriate
ETA Regional Office. Information on allotments and planning requirements may
also be found on the ETA Web site at http://www.doleta.gov
