SUBJECT: Performance Reporting Submission Procedures for the Workforce Investment Act Standardized Record Data (WIASRD) and the Annual Report under Title 1B of the Workforce Investment Act (WIA)
-
Purpose. To transmit guidance and instruction for
submitting state performance reports required under the Act.
Final submissions must be received by December 1, 2001.
Contents of these reports will be released to the appropriate
Congressional committees and the public in both print format
and on ETA’s Website. -
References. Workforce Investment Act of 1998 (WIA),
section 185(d)(2) and 188; and Training and Employment
Guidance Letter (TEGL) 14-00, Change 1. -
Background. Pursuant to 20 CFR 667.300, “All States and
other direct grant recipients must report financial,
participant, and performance data in accordance with
instructions issued by DOL.” TEGL 14-00 implemented the
participant reporting requirements for WIA. This guidance
letter provides specific, detailed information on submission
procedures for the WIA Annual Report and the individual record
data (WIASRD).
States are required to submit both the PY 2000 Annual Report
and the WIASRD by December 1, 2001. There will not be an
opportunity to revise these submissions after this date.
Compliance with this deadline is essential for providing data
to support the budget process and for timely distribution of
incentive awards.
RESCISSIONS: None
EXPIRATION DATE: Continuing
-
Annual Report. Submission procedures are as follows:
A) Send three hard copies to your ETA Regional
Administrator. The Regional Administrator will forward two
copies to the National Office. Because copies of the report
will be provided to the appropriate Congressional committees,
states are encouraged to send additional copies of their
formal submission to:
U.S. Department of Labor
Employment and Training Administration
ATTN: WIA Performance Team, Room S-4231
Washington, DC 20210
B) States are required to submit an electronic copy to the National Office via e-mail: [email protected]. This electronic copy must be received not later than close of business on December 3, 2001, and will be posted on ETA’s website for public access. It is important to keep in mind that performance outcomes reported in the tabular section of this electronic copy will be the official numbers used to determine states’ eligibility for incentive awards. States will not be permitted to modify or change reports after the initial submission is received. States not submitting their Annual Report by the due date may be excluded in the incentive award process. States failing to submit a report within 45 days of the due date may have sanctions imposed.
NOTE: States may send the electronic copy as a single file,
such as an Acrobat™ (pdf) file, which includes all text,
graphics and appendices in same order that they should be
printed. Other acceptable file formats include WordPerfect™
and Microsoft Word™ files (these must also be a single file).
Before sending the file, please print out a copy to verify
that it includes all the information in the hard copy Annual
Report.

WIA Standardized Record Data (WIASRD). These individual
records are to be submitted as follows:A) Send WIASRD data to ETA’s contractor, Social Policy
Research Associates (SPR). (see Attachment A for
instructions.)B) SPR will receive and process WIASRD submissions,
provide help to states on WIASRD submissions, conduct data
quality reviews on submitted data, and provide feedback to
states on the quality of the data. SPR will also answer
questions that states may have regarding the new WIASRD
system.C) In order to allow states to revise submissions based
on the data quality review, states are strongly encouraged to
send preliminary (but incomplete) submissions to SPR beginning
prior to December 1, 2001.D) WIASRD submissions must include all characteristics
and service information and available outcome information for
individuals who exited from WIA in PY 2000. States that
implemented WIA before July 1, 2000 must also include
individuals who exited WIA during PY 1999. The WIASRD
individual records must be consistent with the numerical data
submitted in the tabular sections of the annual report. Note
that even though some JTPA exiters are included in the
performance measures in the Annual Report, it is not necessary
to include JTPA exiters in the WIASRD submission.E) The WIASRD record format and edit specifications are
included in Attachment B. Instructions for converting the
WIASRD data format used by early implementing states for PY
1999 to WIASRD format are provided in Attachment C.
Instructions for converting JTPA SPIR data to WIASRD format
are included in Attachment D.F) SPR has provided states with software that conducts
edit checks on the WIASRD records and calculates many of the
numerical data items in the required tables in the Annual
Report from data in WIASRD format. States are encouraged to
use this software to compute annual report items for
comparison with their own calculations before submitting the
annual report. Assistance in resolving discrepancies can be
obtained from SPR. -
Action Required. States are required to immediately
implement these procedures. -
Inquiries. Questions concerning the annual report should
be directed to Ms. Candice Graham Young, WIA Performance Team,
(202)693-3189 or [email protected] or to your Regional
Office. Questions concerning the submission of the WIASRD
should be directed to Mr. David Wright, SPR, (510)763-1499 or
[email protected]. -

WIASRD Submission Instructions
General Instructions
ETA has contracted Social Policy Research Associates (SPR) to receive and process
submissions of WIASRD data. In order to ensure data integrity, it is suggested that the
data for all the WIBs and for Statewide programs in a State should be transmitted in the
same format (fixed field or delimited field). If delimited fields are used, use a comma
as the delimiter. In addition, data can be sent encrypted by password protecting the
compressed (zipped) file. If for any reason the data submitted is incomplete (i.e., data
for one or more WIB(s) has not been received), indicate on the transmittal form that the
data is incomplete and specify what is missing. A transmittal form should be included
with each submission to provide for accountability.
Method of Transmission
Data may be sent by e-mail, diskette, CD, or FTP.
E-mail: The preferred submission method is by e-mail. Send to [email protected].
Compress (zip) the file if over 1 megabyte. You may also include transmittal
information (see below) in your e-mail. The filename should be of the form
XXPY_n.txt, where XX is the two letter postal abbreviation for the State, PY is the PY
year, and “n” is the submission number (in case there is more than one submission).
For example, PR00_2 is Puerto Rico’s second submission.
Diskette (or CD): Label each diskette with the State name, date, file name, submission
number and preferably contact information. Label each disk in sequence (Disk 1 of 20,
Disk 2 of 20, etc.). Record the total number of diskettes being submitted on the
transmittal form.
Send diskettes or CDS to:
WIASRD Processing
Social Policy Research Associates
1330 Broadway, Suite 1426
Oakland, CA 94612
FTP: Call for instructions and allow a few days for procedures to be developed.
Point of contact at SPR is David Wright at (510) 763-1499, x627 or
[email protected] for assistance regarding any problems you may be having
regarding the WIASRD data.

The following table defines funding streams (Adults, Dislocated Workers, and Youths) for purposes of determining required data items for the WIASRD. The left hand column
contains WIASRD items while the right hand column contains the funding streams. A check mark indicates which WIASRD item corresponds to the appropriate Funding Stream
[e.g. if a participant marks Local Adult (Item 304 = 1), a check mark under the Adults category indicates the participant qualifies as an Adult].

Conversion Procedures - PY 1999 WIASR to PY 2000 WIASRD
States that implemented WIA early were required to report information of individuals using
the WIASR format (7/8/99). The WIASR format is similar to the WIASRD format required
for PY 2000. However, there are differences that will require care in converting data. This
document provides special instructions regarding WIASRD reporting for individuals in
early implementing states who either exited during PY 1999 or carried over from PY 1999
to PY 2000.
General Instructions
Retroactive data collection will not be required. However, states must convert relevant
WIASR items into WIASRD items. The attached table provides a crosswalk between
WIASRD items and codes and WIASR items and codes and provides additional
instructions on converting WIASR items into WIASRD items.
States should also report WIASRD items that are included in the state’s data system, but
not on the WIASR.
General procedures include:
C Section I - Individual Characteristics. All items with a corresponding item in the
WIASR should be converted from the WIASR item according to the attached
instructions. For items not on the WIASR and not in the state’s data system, please
leave the item blank (for example, if the data are not available leave the item blank,
do not record a ‘no’). There is no need to collect information that is not available.
C Section II - Activity and Services Information. States should convert WIASR
items into WIASRD items according the attached instructions. In addition, all
activities and services received under WIA after July 1, 2000 should be reported
according to the WIASRD instructions.
C Section IIIA and Section IIIB - Program Outcomes. Most WIASRD outcomes
can be determined from WIASR outcomes. Those that cannot be converted must
still be reported if the information is in the state’s data system. Full outcome
information is expected to be available for adults, dislocated workers and older
youth who exited on or after October 1, 1999 and younger youth who exited on or
after July 1, 2000 because that information is required for the PY 2000 performance
measures.
C The first WIASRD submission should include records for all individuals who exited
from WIA either in PY 2000 or PY 1999
Specific Instructions
C Date Fields. All date fields have the same format (YYYYMMDD) in both the
WIASRD and WIASR.
C Race and Ethnicity. With the WIASRD, race and ethnicity are split into two items;
these items were combined on the WIASR (WIASR Item 7). In addition, multiple
races are allowed on the WIASRD.
If the person's WIASR race/ethnicity is Hispanic ('3'), WIASRD ethnicity (Item 105)
should be reported as Hispanic ('1') and all race fields (Items 106 to 110) should be
left blank (because the individual's race is not known).
If a person's WIASR race/ethnicity is not Hispanic (other than '3'), the appropriate
race on the WIASRD should be reported as yes ('1') in Items 106 to 110; the other
races should be reported as 'no' ('2'); and Ethnicity (Item 105) should be reported
as ‘not Hispanic' ('2').
C Disability, Item 104. The WIASR did not distinguish between disabilities that are a
substantial barrier to employment and those that are not. All disabilities recorded in
the WIASR format should be reported on the WIASRD as disabilities that are a
substantial barrier to employment (code ‘2') because previous data indicate that
most reported disabilities are a substantial barrier to employment.
C Activities and services.
• Adults and dislocated workers. Reporting for adult and dislocated
worker services is almost identical in the WIASR and WIASRD.
• Youth. The WIASRD treats youth services activities differently. If detailed
data on youth services are available to the state, youth services should be
reported according to the WIASRD definitions. If detailed data, are not
available, the approximate conversion shown in the chart should be issued.

WIA Reporting for Individuals Carried over from JTPA
JTPA participants who continued to receive services after the state implemented WIA
should not have been terminated from JTPA and should not have been included in the final
JTPA SPIR submission. Instead, these individuals will be reported in the first WIA WIASRD
submission. This document provides special instructions regarding WIASRD reporting for
these carryover individuals.
General Instructions
Retroactive data collection will not be required. However, states must convert relevant
SPIR items into WIASRD items. The attached table provides a crosswalk between WIASRD
items and codes and SPIR items and codes and provides additional instructions on converting
SPIR items into WIASRD items. For the most part, the Table relates original SPIR items to
WIASRD items. In a few cases, Items from the PY 1998 (Optional) SPIR Revision are also
used. Item numbers for these revision items begin with “R”.
States should also report WIASRD items that are included in the state’s data system, but
not on the SPIR.
General procedures include:
C Section I - Individual Characteristics. All items with a corresponding item in
the SPIR should be converted from the SPIR item according to the attached
instructions. For items not on the SPIR and not in the state’s data system, please
leave the item blank (for example, if the data are not available leave the item blank,
do not record a ‘no’). There is no need to collect information that is not available.
C Section II - Activity and Services Information. States should convert SPIR
items into WIASRD items according the attached instructions. In addition, all
activities and services received under WIA should be reported according to the
WIASRD instructions.
C Section IIIA and Section IIIB - Program Outcomes. SPIR data should not be
used for any of these items. All outcomes should be reported according to the
WIASRD instructions.
C Only individuals who actually receive services under WIA are to be reported in the
first WIASRD. If an individual had not terminated from JTPA as of June 30, 2000
and did not receive a WIA service within 90 days of the last JTPA service, that
person should be reported as terminating from JTPA on June 30, 2000. These
individuals would then be included in the final SPIR submission.
Specific Instructions
C Date Fields. All date fields in the WIASRD are in the format YYYYMMDD.
Dates in the SPIR are in MMDDYY (or MMDDYYYY) format. Thus, all date
fields must be converted to the new WIASRD format.
C Race and Ethnicity. With the WIASRD, race and ethnicity are split into two items;
these items were combined on the SPIR (SPIR Item 7). In addition, multiple races
are allowed on the WIASRD.
If the person's SPIR race/ethnicity is Hispanic ('3'), WIASRD ethnicity (Item 105)
should be reported as Hispanic ('1') and all race fields (Items 106 to 110) should
be left blank (because the individual's race is not known).
If a person's SPIR race/ethnicity is not Hispanic (other than '3'), the appropriate
race on the WIASRD should be reported as yes ('1') in Items 106 to 110; the
other races should be reported as 'no' ('2'); and Ethnicity (Item 105) should be
reported as ‘not Hispanic' ('2').
If SPIR race/ethnicity is ‘Asian or Pacific Islander', report '1' for yes in Item 107,
Asian, and leave Item 109, Hawaiian Native or other Pacific Islander, blank.
Report all other race fields as ‘no'.
C Disability, Item 104. The WIASRD uses the opposite codes than in the SPIR (SPIR
Item 8). Code a ‘1' in the WIASRD is those with a disability that is a substantial
barrier to employment, and a ‘2' for those with a disability that is not a substantial
barrier to employment. Code a ‘3' for those that do have a disability (in the SPIR,
codes ‘1' and ‘2' are reversed).
C Item 301, ETA-Assigned WIB/Statewide Code. The WIASRD uses a slightly
different coding system than the SPIR. Report the code that applies for the person’s
participation under WIA. Thus, if the individual’s JTPA SDA is not the same as the
local board under WIA, the WIA local board code should be reported.
C Items 314 to 329, WIA Title I and partner program participation. Programs in which
the individual was concurrently enrolled under JTPA should be reported as ‘yes’ to the
extent known. Participation in these programs after WIA begins should be reported
using WIASRD instructions.
C Training activities. The WIASRD treats training activities differently depending on the
funding stream.
a. Items 333, 335 to 337, Adult Training Services. These items should be
converted from SPIR items only for adults and dislocated workers. Item 332,
Date of First Intensive Service, and Item 334, Established Individual Training
Account have no SPIR counterparts.
b. Items 340 to 345, Youth activities. These items should be converted from
SPIR items only for youth. Items 343 to 345 have no SPIR counterpart.
Note: the table on the next page makes reference to ‘SPIR Revision Items’. These were Items
added to the SPIR in PY 1998. These items can be ignored if the information is not available.
