Mark L. Carman served as a United States magistrate judge in the District of Wyoming from 2013 until his retirement in January 2022. Based at Yellowstone National Park, he also handled referred and consent civil matters and earned his law degree from the University of Wyoming.

What persuades
In Salway v. Norris, Carman granted an officer summary judgment on qualified immunity in an excessive-force and false-arrest suit. He found the plaintiff had not identified clearly established law prohibiting the officer's nondeadly force against an actively resisting detainee and dismissed the case with prejudice.
“IT IS HEREBY ORDERED that Eric Norris is entitled to qualified immunity concerning all the claims against him in this matter. For that reason, the Motion for Summary Judgment [ECF Doc. 23] is GRANTED. This matter is HEREBY dismissed with prejudice.”
