About Judge Mencer
Glenn Everell Mencer was a judge of the United States District Court for the Western District of Pennsylvania. Appointed by President Ronald Reagan, Judge Mencer received a commission on March 19, 1982. Judge Mencer assumed senior status on April 18, 1994 and served until death on April 17, 2007.
