Timothy D. Leonard was a judge of the United States District Court for the Western District of Oklahoma. Appointed by President George H.W. Bush, Judge Leonard received a commission on August 12, 1992. Judge Leonard assumed senior status on August 21, 2006 and served until death on March 2, 2026.

“Thus, upon de novo review, the court finds that the Report and Recommendation should be and is hereby adopted in its entirety.
