Seng presided at Fresno over the district's criminal docket arising in Yosemite National Park (petty offenses and misdemeanors under park regulations) and shared in a broader caseload of prisoner Section 1983 civil-rights actions and Section 2254/2241 habeas petitions from California state and federal custody. Many of the prisoner civil-rights cases in his docket were dismissed at initial screening before any defendant was served, so contested dispositive-motion practice recurs mainly in cases that survived screening or where the parties consented to his jurisdiction.
