ORDER

Based on the submission by Respondent indicating that the Bankruptcy Court
has authorized the trustee to execute the settlement agreement and on the fact that
counsel for the Secretary, the Respondent, and the Union have all previously signed the
Settlement, the Commission approves the settlement agreement.
