OPINION:

ORDER OF REMAND

This case was remanded to the Commission from the United States Court of Appeals for the Eighth Circuit for the Entry of a modified order in accordance with the opinion of the Court.

Accordingly, the case is remaned to the Chief Administrative Law Judge for further proceedings with respect to item one of the citation and the entry of a modified order consistent with the opinion of the Court.
