OPINION:

ORDER OF SEVERANCE

Upon our own motion it is ordered that Docket Nos. 78-1361 and 78-2041 are hereby severed pursuant to Rule 10 of the Commission's Rules of Procedure, 29 C.F.R.

2200.10.

The administrative law judge's decision in Docket No. 78-2041 is affirmed.

It is accorded the precedential value of an unreviewed judge's decision.
