Final FLRA decision. The Authority adopts an unfair labor practice finding and orders the Navy to furnish the union with bargaining unit employees' names and home addresses and post a notice. An aggrieved person may seek judicial review by filing a petition in an appropriate United States court of appeals within 60 days after issuance under 5 U.S.C. § 7123(a).

Plain-English summary

The Federal Employees Metal Trades Council of Charleston requested names and home addresses for employees it represented at the Naval Supply Center. The center refused. An administrative law judge found that the refusal was an unfair labor practice and recommended disclosure and a notice to employees. The Authority found no prejudicial error in the judge's rulings and adopted the findings and order. It directed the center to provide the information, stop refusing such requests, and post a notice at facilities where represented employees worked.

Decision snapshot

  • Authority: Unfair labor practice remedy under 5 U.S.C. § 7118.
  • Outcome: Judge's findings adopted; employee names and addresses ordered furnished and notice posting required.
  • Key point: The Navy's refusal to furnish the requested bargaining unit contact information violated the federal labor statute under the precedent applied here.
