This is citable Board precedent from 2022, and it may have been appealed since. Ezel checks how it stands today and answers your situation, with citations.
ECAB final decision dismissing appeal. The Board dismissed the appeal because the October 25, 2021 OWCP letter was informational, not a final adverse decision subject to Board review. The order becomes final after 30 days under 20 C.F.R. § 501.6(d). A party may petition the Board for reconsideration within 30 days of issuance unless this order specifies another period, under 20 C.F.R. § 501.7(a).
Plain-English summary
A.L. appealed an October 25, 2021 letter from OWCP. The Board found that the letter only provided information and was not a final adverse decision. Because there was no final decision for it to review, the Board dismissed the appeal for lack of jurisdiction. The order does not resolve an underlying compensation claim.

On April 20, 2022 appellant sought an appeal from a purported October 25, 2021 decision of the Office of Workers’ Compensation Programs (OWCP). The Clerk of the Appellate Boards assigned Docket No. 22-0782.
The Board has duly considered the matter and notes that the Board has jurisdiction to the review final adverse decisions of OWCP issued under the Federal Employees’ Compensation Act (FECA).1 This jurisdiction encompasses any final decision issued by OWCP within 180 days of the date appellant filed her appeal. 2 While there is correspondence dated October 25, 2021, that letter is purely informational in nature and does not constitute a final adverse decision of OWCP from which appellant may properly appeal. 3 As there is no final adverse decision issued by OWCP

Accordingly,
IT IS HEREBY ORDERED THAT the appeal docketed as Docket No. 22-0782 is dismissed.4
