Final FLRA decision. The Authority dismisses the union's negotiability petition because it did not respond to an order to correct deficiencies. An aggrieved person may seek judicial review by filing a petition in an appropriate United States court of appeals within 60 days after issuance under 5 U.S.C. § 7123(a).

Plain-English summary

The National Treasury Employees Union filed a negotiability petition involving the Internal Revenue Service in Chicago. The Authority identified deficiencies in the filing and gave the union until June 30, 1989, to correct them. It warned that failure to comply could lead to dismissal. The union did not respond. The Authority dismissed the petition under its procedural rule without reaching any negotiability question.
